What does that mean?
It is likely that this generic powertrain diagnostic trouble code (DTC) will apply to any vehicle equipped with an OBD-II system and employing a drive-by-wire throttle control system, including but not limited to vehicles from manufacturers such as Ford Mazda Nissan, Chevrolet Toyota, Cadillac GMC, Land Rover, and others. The P2119 OBD-II trouble code is one of a number of possible codes that indicates that the Powertrain Control Module (PCM) has detected a malfunction with the operation of the Throttle Actuator Control System.
There are six codes that are connected with problems of the Throttle Actuator Control System, and they are as follows: P2107, P2108,P2111, P2112, P2118, and P2119.
The Throttle Actuator Control System is controlled by the PCM, which keeps track of the position of one or more throttle position sensors.
In addition, the PCM monitors the accelerator pedal position sensor to identify how fast the driver want to travel, and then decides the proper throttle response to match the desired speed.
In some cases, the PCM will cause the Throttle Actuator Control System to be unable to operate properly. Known as fail-safe or limp mode, this is characterized by the engine remaining idle or failing to start altogether.
Code SeveritySymptoms
Depending on the individual fault, the severity of this code might range from moderate to severe. The following are possible symptoms of a P2119 problem code:
- The engine will not begin to run. Poor performance that worsens with time

Diagnostic and Repair Procedures
It is necessary to do a thorough search for Technical Service Bulletins (TSBs) for a certain vehicle by year, model, and power plant before beginning the troubleshooting procedure for a given failure. Depending on the situation, this might save you a significant amount of time in the long run by directing you in the appropriate route. To complete the second step, you must first find all of the components that are connected to the throttle actuator control system (TACS). If you have a simplex system, this will comprise the throttle body, the throttle position sensor, the throttle actuator control motor as well as the PCM and the accelerator position sensor.

Resistance or a lack of continuity is a symptom of bad wiring, which must be rectified or replaced immediately.

NHTSA Closes Investigation into Allegedly Defective Ford Throttle Bodies
The 4th of March, 2014 Approximately 1.6 million Ford Escape, 2010-2013 Ford Fusion, 2009-2011 Mercury Mariner, and 2010-2011 Mercury Milan cars from model years 2009-2012 were subjected to an investigation by the National Highway Traffic Safety Administration (NHTSA) into reportedly faulty throttle bodies.
Investigation Started from NCCC Petition
The North Carolina Consumers Council (NCCC) petitioned the National Highway Traffic Safety Administration (NHTSA) to initiate a defect investigation into alleged electronic throttle body (ETB) failures resulting in engine stall or surge while entering traffic from a stopped position or while driving at highway speeds in Ford Escape vehicles from model years 2005 to 2012.
Preliminary Investigation
The National Highway Traffic Safety Administration’s (NHTSA) Office of Defects Investigation (ODI) launched a Preliminary Evaluation on February 21, 2013, to examine these concerns. In addition to the Ford Escape, vehicles from the model years 2009 to 2013 of the Ford Fusion, Mercury Mariner, and Milan have been included in the Preliminary Assessment. In the end, Ford Escape automobiles from model years 2005 to 2008 were excluded from consideration for the research.
Ford Identifies a Problem with Electronic Throttle Bodies
A problem in subject cars equipped with 2.5L and 3.0L engines was discovered during the study, which might result in an abrupt loss in engine power. A high resistance material accumulation situation on the commutator, according to Ford, may result in inconsistent electrical connection and lower engine power in the ETB internal motor contacts. A malfunction indicator lamp (MIL) or a Wrench light will glow when this issue occurs, and the vehicle may enter a restricted ‘limp home’ mode until the problem is being resolved.
When in this mode, the engine’s power and maximum vehicle speed are lowered, but the power steering system, power braking system, lighting system, and temperature control system continue to work fully.
Complaint Analysis
According to ODI’s complaint analysis, the most common failure mechanism was lower motive power linked with the restricted limp home mode, which had engine speeds limited to roughly 900 RPM at the time of the incident. An examination of warranty claims given by Ford revealed a total of 59,807 claims for ETB replacements, with almost half of these claims connected with diagnostic trouble codes (DTC) P2111, ‘Throttle Body Stuck Open,’ and P2112, ‘Throttle Body Stuck Closed.’
Ford’s Explanation
According to Ford, the ETB control approach gives the driver with three FMEM modes, each of which allows for changing degrees of vehicle movement based on the severity of the defect that has been identified. DTCs associated with stuck open or closed throttle valves are designated as having the highest failure severity, resulting in engine speeds limited to high idle, which corresponds to the limited limp home mode, and the highest failure severity is assigned to DTCs associated with stuck open or closed throttle valves.
Other FMEM limp modes may result in lower engine performance, but they will keep the vehicle’s speed over 20 mph regardless of the engine setting.
Computer Software and Mechanical Components Updated
According to Ford, the ETB control approach gives the driver with three FMEM modes, each of which allows for changing degrees of vehicle movement based on the severity of the issue that has been discovered. Diesel engine speeds are restricted to high idle, corresponding to the limited limp home mode, when DTCs associated with stuck open or closed throttle valves are detected. These DTCs are assigned the highest failure severity, resulting in engine speeds limited to high idle and the limited limp home mode.
In the case of other FMEM limp modes, engine performance may be lowered, but the vehicle’s speed will remain above 20mph.
Extended Warranty Issued
Moreover, in the event that intermittent electrical connectivity of the throttle body motor contacts occurs, Ford has developed a remedy procedure and issued a special Customer Satisfaction Program, which extends the ETB warranty coverage and instructs dealers to update the powertrain calibration in order to improve vehicle performance. Depending on the mileage and service history of the vehicle, the warranty coverage can be extended for up to 10 years or 150,000 miles from the car’s warranty start date.
Customers with impacted cars will be informed via mail and instructed to take their vehicles to a Ford dealer, where the PCM will be programmed to the most recent calibration.

‘While we had hoped that this inquiry would ultimately result in a recall, we accept Ford’s explanation of the flaw and are pleased with their decision to provide the extended warranty,’ said Sandra Bullock, president of the National Consumers Coalition. Despite the fact that nearly 60,000 warranty claims were submitted involving the electronic throttle body, the National Consumers Coalition of Canada (NCCC) believes that the consumer has emerged victorious and that the 1.6 million Ford and Mercury owners who have been affected by this extremely serious problem will have their vehicles repaired at no cost to them.
